1.0. GENERAL PROPERTY RULES

1.1. PURPOSE

The Property Management team oversees the acquisition, maintenance, and regulation of all in-game properties, including houses, apartments, businesses, and other related assets. This document outlines the rules, guidelines, and procedures to ensure fair and immersive role play experiences for all players.

These guidelines apply to all Property Management team members, property owners, and players interacting with properties within the server. They cover purchasing, selling, managing, and interacting with various property types.

1.2. ELIGIBILITY & AVAILABILITY

  • ELIGIBILITY CRITERIA: Players must meet certain in-game criteria (e.g., financial and social standing) to purchase properties. Specific requirements will be detailed in individual property sections.
  • AVAILABILITY: Almost every house and apartment can be purchased via script. Once purchased, they are marked as owned and unavailable to others until sold. 

For businesses, these are done via requests and will be set up as they come in. 

1.3. CONFLICT RESOLUTION

  • DISPUTES: Any disputes regarding property ownership, transactions, or usage should be directed to the Property Management team for mediation.
  • APPEALS: Players may appeal decisions by submitting a formal request, detailing their case for review.
  • PROHIBITED USERS: Players engaged in exploits, violations of server rules, or those under investigation may become ineligible to own properties.

2.0. HOUSES & APARTMENTS

2.1. PURCHASING

  • PROCESS: Players can purchase houses or apartments through the in-game property script. You can simply walk up to an apartment or house and purchase without any previous application submission. 
  • PRICING: Property prices are set based on location, size, and amenities. Prices are subject to change based on server economy dynamics.

2.2. SELLING

  • RESALE VALUE: Properties can be sold at any time, but resale values depreciate by 30% of the original purchase price to simulate real-world market fluctuations.

For example: You buy a house at $125,000. After a month, you decide you want to move your character elsewhere in the map for Roleplay Purposes, you may do so and sell your house, but the amount you will get is $87,500. 

  • SELLING PROCESS: Sellers must list properties through the designated in-game system, providing accurate details and adhering to roleplay protocols.

2.3. PROPERTY USAGE

  • ROLEPLAY COMPLIANCE: All property activities must align with server roleplay rules. Unauthorized use or activities that disrupt roleplay are prohibited.

3.0. BUSINESSES

3.1.  ACQUISITION

  • TYPES OF BUSINESS: Includes shops, garages, offices, nightclubs, and other commercial establishments.
  • APPLICATION PROCESS: Players must submit a business application detailing the type, purpose, and roleplay elements of the business. 
  • APPROVAL CRITERIA: Applications are reviewed based on originality, roleplay potential, and server economy impact. If the business is a MLO business, this will require a bit more approval as these are limited. Some businesses may require a social status quota to be met. 

3.2. BUSINESS OPERATIONS

  • LICENSING: Businesses may require specific licenses or permits, obtained through in-game processes or interactions with designated server roles (e.g., government officials).
  • FINANCIAL MANAGEMENT: Owners are responsible for managing business finances, including taxes, expenses, and revenue. Transparent record-keeping is encouraged for roleplay authenticity.
  • EMPLOYEE MANAGEMENT: Business owners can hire employees, setting roles, responsibilities, and compensation. Employment agreements should reflect realistic job structures.

3.3. BUSINESS REGULATIONS

  • COMPLIANCE: Businesses must comply with server laws and regulations. Violations may result in fines, suspension, or revocation of business licenses.
  • INSPECTIONS: Regular inspections by designated server roles ensure businesses adhere to safety and operational standards.

3.4. BUSINESS SALE AND TRANSFER

  • RESALE PROCEDURES: Similar to property sales, businesses can be sold at depreciated values. You may sell your business and 
  • LIABILITIES: New owners assume all liabilities and responsibilities associated with the business upon transfer.

4.0. BREAK IN SYSTEM

The Break-In system allows players to engage in property-related criminal activities, such as burglary or theft, enhancing roleplay dynamics and providing challenges for property owners.

This section is still a WIP as we are currently working on the system itself.

4.3. CONSEQUENCES AND ENFORCEMENT

  • PENALTIES: Successful break-ins may result in fines, property loss, or other in-game penalties. Failed attempts could lead to arrests or legal consequences.
  • PROPERTY PROTECTION: Owners can invest in security measures to prevent or mitigate break-ins, such as alarms, guards, or secure locks.

5.0. MISCELLANEOUS PROPERTIES

5.1. “FACTION” PROPERTIES

  • DEFINITION: Properties owned and operated by player factions or groups, such as gang hideouts, corporate offices, or government facilities.
  • MANAGEMENT: Faction leaders are responsible for managing their properties, adhering to server rules, and coordinating with the Property Management team.
  • ACCESS CONTROL: Access to faction properties is restricted based on rank, role, and permissions within the faction.

5.2. WAREHOUSES/STORAGE UNITS

6.0. SOCIAL POINTS

Social Points represent a player's reputation and standing within the server community. They influence property acquisition, business opportunities, and interactions with other players. The Social Status system was built to gauge player's involvement within the community and roleplay areas. This currency is required to purchase high end items like Business MLO's, mansions, high end vehicles and yachts. 

6.1. EARNING SOCIAL POINTS

  • POSITIVE ACTIONS: Engaging in constructive roleplay, contributing to the community, maintaining properties, and successful business operations. 

6.2. LOSING SOCIAL POINTS

  • NEGATIVE ACTIONS: Violations of server rules, property damage, failed business operations, or disruptive behavior.
  • PENALTIES: Loss of privileges, increased scrutiny, or temporary restrictions on property-related activities.

6.3. IMPACT ON PROPERTY MANAGEMENT

  • ACCESS TO PREMIUM PROPERTIES: Higher Social Points may grant access to exclusive or premium properties.
  • BUSINESS OPPORTUNITIES: Enhanced reputation can lead to better business deals, partnerships, and customer trust.

7.0. INACTIVITY

Inactivity refers to prolonged periods where a property owner or business operator does not engage with their property or fulfill their responsibilities.

7.1. INACTIVITY POLICY

  • TIMEFRAME: Properties or businesses inactive for [specified duration, e.g., 30 days] may be flagged for review.
  • NOTIFICATION: Owners will receive warnings and opportunities to respond before any action is taken.
  • CONSEQUENCES: Extended inactivity may lead to property suspension, transfer, or auction to other players.

7.2. REACTIVATION PROCESS

  • RETURNING PLAYERS: Players wishing to reactivate their properties must notify the Property Management team and comply with any updated requirements. In the event their property is no longer available, players will have the opportunity to choose another of similar value or location. 
  • REVIVED PROPERTIES: Reactivated properties retain their previous status unless significant changes have occurred during inactivity.

9.0. REQUESTS

9.1. PROPERTY REQUESTS

Players seeking to acquire specific properties that are not available for purchase script wise will be asked to submit requests to property management. 

9.1.1. SUBMISSIONS

Submissions will be required for MLO houses/housing and businesses as a whole. The purpose of the approval is for proper assurance of set up, and if the business or house is an MLO they will require a social status check. 

Business require a set up procedure, therefore will follow through with a 'request submission.

9.1.2. REVIEW PROCESS

  • TIMELINESS: Requests are reviewed within [specified timeframe, e.g., less than 24 hours].
  • APPROVAL CRITERIA: Based on availability, eligibility, server economy impact, and roleplay suitability.
  • FEEDBACK: Players receive detailed feedback on the status of their requests, including reasons for approval or denial.

9.2. SUPPORT AND ASSISTANCE

Players can seek assistance regarding property management issues by contacting the Property Management team through designated channels (e.g., in-game messaging, forums).

9.2.1 COMMON INQUIRIES

  • PROPERTY DISPUTES: Assistance with ownership conflicts or transaction issues.
  • TECHNICAL SUPPORT: Help with in-game property management tools or systems.
  • ROLEPLAY GUIDANCE: Advice on integrating properties into roleplay scenarios effectively.

9.2.1 ESCALATION PROCEDURES

Unresolved issues or complex cases can be escalated to higher authorities within the Property Management hierarchy for further review and resolution.

10.0. ENFORCEMENT AND COMPLIANCE

The Property Management team continuously monitors property activities to ensure compliance with server rules and guidelines.

10.1. PENALTIES

Violations of property rules may result in:

  • WARNINGS: First-time or minor infractions receive formal warnings.
  • SUSPENSIONS: Temporary suspension of property privileges.
  • REVOCATIONS: Permanent loss of property ownership or business licenses for severe breaches.

10.2. REPORTING VIOLATIONS

Players are encouraged to report any property-related rule violations through official channels, providing evidence and detailed descriptions to facilitate investigations.

10.3. APPEALS PROCESS

Players subject to penalties may appeal decisions by submitting a formal appeal outlining their case. Appeals are reviewed impartially, with final decisions made by senior Property Management members.
